Follow cable that comes out of top of card reader
It will junction with 2 cables about 3-6 feet up (one network, one power)
Remove the power cable
Wait 10 seconds
Plug power cable back in
Wait 5 minutes for card reader to boot up
If problem still prisists

Click 1, 5, and 9 (all 3 at the same time)
Click DevIPReg
Click Change
Enter in register number if not already enter
Click Submit
Click Ok
Card reader will reboot automatically
Test card reader once booted
If problem still persists

Follow power cable to power brick and  make sure it is plugged in
